European Innovation Fund Hydrogen & Heat Auction

Within the EU Innovation Fund, the Hydrogen & Heat Auction is a dedicated support mechanism created to accelerate the deployment of net-zero technologies, specifically renewable hydrogen production and decarbonised industrial heat. It is one of the tools the Innovation Fund uses to move mature clean technologies from demonstration to large-scale commercial operation and to deliver fast, measurable emissions reductions.

As part of the Innovation Fund, the Hydrogen & Heat Auction targets technologies that are technically proven but still more expensive than fossil-based alternatives. Instead of traditional project grants, it uses a competitive auction model to allocate funding efficiently. Project developers bid for the lowest level of support they need to produce renewable hydrogen or supply clean heat, and the most cost-effective projects are selected. This ensures that Innovation Fund resources deliver the maximum climate impact per euro spent.

The auction supports projects such as renewable hydrogen production via electrolysis using renewable electricity and low-carbon or zero-carbon heat for industrial processes in sectors where emissions are hard to abate. Funding is typically paid as a fixed premium per unit of output (for example per kilogram of hydrogen produced or per unit of clean heat delivered), once the installation is operational. This performance-based support aligns closely with the Innovation Fund’s focus on real, verifiable emissions reductions.

By integrating auctions into the Innovation Fund, the EU complements traditional grant schemes with a market-based instrument that reduces risk, provides revenue certainty, and helps unlock private investment. In this way, the Hydrogen & Heat Auction strengthens the Innovation Fund’s overall mission: scaling up innovative net-zero technologies, supporting industrial decarbonisation, and helping Europe achieve climate neutrality.
